About the Recall

Q: Why are we having a recall? Why not just wait till the next election?

A: TVUSD trustee Komrosky was elected in November 2022 for a term of four years, so the next chance to vote him out isn’t until 2026. He’s spent so much money and caused so much damage in his first year in office that we can’t afford to leave him in place. We need a trustee who will stop wasting taxpayer money, stop passing policies that violate California laws and invite lawsuits, and get back to educating our children.

Q: How did we get this recall election?

A: Volunteers in Temecula collected petition signatures from more than 20% of the registered voters in Komrosky’s trustee area. In January 2024, the Riverside County Registrar of Voters (ROV) verified 4,884 signatures, hundreds more than enough to force the election. 

Q: Doesn’t the school district have to pay for it?

A: Yes. According to the Riverside County ROV, the recall election will cost the school district $75,000. But in his first year in office, Komrosky cost the district more than ten times that amount! 

Here’s how that breaks down:

For context: total of these = $779,400

  • $8,000 related to Komrosky’s resolution banning 5G wireless towers: the contract cost for a firm to measure current 5G tower emissions. 

    • Bids were not requested for this contract.

    • All emissions were found to be well below regulatory limits.

  • $28,600 for CRT workshops for teachers and the community, including:

    • Fees for consultant & panelists

    • Cost of substitute teachers while regular teachers were in workshops

    • Sheriff’s Deputies at the community workshop

  • $30,000 to hire a public relations firm. Bids were not requested for this contract.

  • $47,900 for extra security at board meetings, including: 

    • Extra Sheriff’s Deputies to keep order

    • Private firm hired to search the audience at 2 board meetings

    • This figure does not include additional staff costs for 7 unnecessary special board meetings

  • $183,600 for legal fees incurred by trustees consulting attorneys. In 2022, this amount was $0.

  • $481,300 for Firing/hiring Superintendent, including:

    • Buyout of the previous Superintendent’s contract, required because she was fired without cause 

    • Contract and fees for an executive search firm. Bids were not requested for this contract.

    • Salary for an interim superintendent

    • One year’s difference between salaries for the previous and new superintendents (the new superintendent’s annual salary is higher, although he has less experience)

These figures do not include any legal fees for lawsuits against the district and the board. These are strictly extra costs incurred due to Komrosky’s policies for one year.

Q: It’s the teachers’ union and leftist extremists outside Temecula who are behind this recall, right?

A: No. It’s local parents, teachers, grandparents, and community members who live here who are behind the recall. One Temecula Valley PAC (1TVPAC), a group that covers the political spectrum from conservative to liberal, started the recall. The local teachers’ union (Temecula Valley Educators’ Association) joined in later to support it.

Q: Are the people who support this recall anti-parent? 

A: Absolutely not. Most of us ARE parents or grandparents and care deeply about our children’s education and safety at school. We believe parents should be actively involved in their children's lives and learning (see Parental Rights, below). Our Temecula public schools should be a safe, welcoming environment for all students and families. Strong schools build strong communities and healthy adults, and that’s what we want. 

Q: I don’t have kids in the district. Why should I care?

A: Because you pay taxes to support public schools and because the quality of our school district affects the quality of our community.

  • If you own property here, a chunk of your property taxes goes to pay for public schools. If you rent, the taxes are figured into your rent. The sales tax you pay when you buy anything and state income tax go to public schools, too.

  • The Temecula school district has an excellent reputation, and many families move here because of the schools. That reputation is now in jeopardy. Good schools keep property values high. Healthy schools make a healthy community. 

Q: When is the recall and how do I vote?

A: The recall election is June 4. If you’re a registered voter who lives in Komrosky’s trustee area #4, you’ll receive a ballot in the mail the week of May 6. You can vote by mail or in person. Vote YES to recall him. See How to Vote for more details. 

Q: If we recall Komrosky, what happens then?

A: If the majority of voters vote YES on the recall, Komrosky is immediately removed from office. In November, voters in his area will vote for a trustee to replace him. In the meantime, his seat on the board remains vacant.

The TVUSD Governing Board has five members. Because Trustee Gonzalez resigned last December and the board failed to appoint someone to replace him, removing Komrosky leaves the board with just three trustees until November. Three is a quorum, so they can still do the business of the district. 

Q: What happens in the November election

A: In November we need to make sure we elect well-qualified candidates who spend taxpayer money wisely, support our students and teachers, and focus on real local educational issues. Assuming Komrosky is recalled, we will have four trustee spots to fill. 

The IE Family PAC funded Komrosky’s election in 2022 (as well as trustees Gonzalez and Wiersma). Their stated purpose is to “stop the indoctrination of our children by placing candidates on school boards who will fight for Christian and Conservative values.” This PAC will likely be backing candidates again in November.

Religion and politics do not belong in public schools. Trustees’ personal religious and political beliefs should not be a factor in their decisions. Temecula is a diverse community, and trustees represent ALL students and families. 

Q: How can I help?

A: There are lots of opportunities to volunteer. Check the website for sign-ups and a list of tasks you can help with. You can donate to support the recall efforts. 

Most importantly, you can get the word out and let other community members know how important it is to vote YES to the RECALL. Reach out to friends, neighbors, and anyone you know who lives in Trustee area 4. Encourage them to vote YES and learn about the issues facing not just our schools but our entire community. You can also order yard signs, clothing, and other recall gear to let others know the importance of voting and community involvement and awareness. 

Parental Rights

Q: What rights do parents of TVUSD school children have?

A: State law and TVUSD regulations guarantee many rights to parents in our public schools. Trustee Komrosky has not added any rights for parents. These rights have been in place for years! Here are some of the key ones:

  • Temecula parents have the right to examine public school curriculum being taught and to observe their child’s classroom at any time with prior notice. California Education Code 49091.10, 1998.

  • Temecula public school health offices cannot give any medicine to students without written parental consent and written information from a doctor. Education Code 49423 (b)(1), (1976, 2011)

  • Parents have the right to excuse their public school student from all or any part of comprehensive sexual health education (CSE) and HIV prevention education required by the California Healthy Youth Act. California Education Code 51938, 2016.  

  • Parents have the right to examine their child's public school records and challenge any incorrect information at any time. California Education Code 56504, 1980.

  • Parents have the right to be informed about any psychological testing the public school does involving their child and to deny permission to give the test. California Education Code 51101, 1999.

Q: How do parents know what their children are learning?

A: Temecula public school parents have immediate online access to their student’s course materials, assignments, work, and grades, and they can email the teacher. English and Spanish parent and student portals are here: TVUSD Infinite Campus

Q: What should a parent do if they find some learning material objectionable?

A: Contact the teacher immediately to express your concerns and ask questions. You can request an alternative assignment for your child. You can also talk to the principal. TVUSD Administrative Regulation 1312.2 

Your first step should not be to contact an individual school board trustee. Individual trustees have no authority. And if you wait to complain at a school board meeting, you’re just delaying a resolution. By law, the board can only refer you to district staff. So start with your child’s teacher.
